Don't know much about the actual level of responsibility given cadets now, but it sure as heck seems to be a lot less that what I remember.  I see it in lots of little things.  Responsiblity for getting things done in association with parades, relationship with the general public and press, internal organization and coordination.

The riot thing probably could have been avoided if the rent-a-cop had stayed out of it, a least with the levels of responsiblity we had.  The cadet OD, the guy's BN cmdr and the regt provost marshall would have been all over it. (I roomed with the regt PM as a senior.  Pulled OD too many times.)
The Regt Cmdr would have been in the mix, too, but after the other guys had done their jobs. The cadet PM and the college PM met jointly with a rep from the city police once a month.  Took care of anything really big that way.

Their was one TAC officer on call at night. We had to handle the problems, no option. Calling the TAC required a major problem, like the barracks were really on fire, or somebody died, or had a major injury.  Minor "riots" were usually handled in about 10 minutes. Even with injuries, the OD, the cadet guards, etc. took care of getting the guy to the infirmary for evaluation. 

When the Miss USA pageant was in town in the early 70's, I got a call from Col. Hansen, the college P. R. guy, who, in essence said, We need X cadets in full dress uniform at the municipal auditorium on Such and Such date at such and such time. It'll be broadcast on national television. Develop the criteria for participation and take care of it.If anybody needs transportation, contact Col so and so.   As cadets, we did that.
Got to the venue that night, Col. H. was there, said
Got everybody? Response, yes sir.  Next instruction... talk to the producer, find out what he needs and take care of it. We did. 
As cadets we even had to handle the then difficult and hot topic of whether or not black cadets should be allowed to escort white contestants. Came up while the broadcast was in progress.  The response was "The uniforms are all gray, right?  Nothing else matters."

My point?  Cadets had genuine responsibility, on and off campus.  I don't see much of that any more.  Could be wrong, but I don't think so.
